  • In order to solve the problems existing in the traditional safety management of coal enterprises, such as inadequate implementation of the main responsibility, poor coordination of departments, etc., a new mode of safety management in coal enterprises is sought. Firstly, the network management structure and collaborative governance theory are introduced into coal enterprises, and the model of networking collaboration governance theory is proposed. Secondly, on this basis, a safety management system of roadway chief system covering the “four mechanisms” of coal enterprises is built, and the contents of each mechanism are elaborated. Finally, this system is applied in Sanjiaohe Coal Mine. This system has the characteristics of “three lines of defense”, “two parallel axes”, networking, collaboration, systematization.
