《煤矿防灭火细则》编制原则及要点解读

摘要: 《煤矿防灭火细则》是我国第1部综合性的煤矿火灾防治规范性文件，要求煤矿防灭火工作应该遵循“预防为主，早期预警、因地制宜、综合治理”的原则。为更好贯彻落实《煤矿防灭火细则》各项规定，真正让煤矿企业、煤矿和有关单位从业人员全面准确把握其精神实质和科学内涵，提升我国煤矿防灭火整体技术水平，介绍了《煤矿防灭火细则》的编制背景和编制原则；重点解读了煤矿防灭火工作基本原则、防火系统建设及措施实施、自然发火监测工作、安全监控系统传感器布设、采空区疏放水全过程防灭火管理、罐笼提升立井井口防灭火措施、井下动火作业、井下柴油贮存、井下反应型高分子材料使用、火区缩封要求、露天煤矿防灭火等要点，补充完善了新的火灾防控技术要求与规定。Abstract: Coal Mine Fire Prevention and Control Rules is the first comprehensive normative document on coal mine fire prevention and control in China, which requires that coal mine fire prevention and control work should follow the principle of “prevention first, early warning, adjust measures to local conditions and comprehensive treatment”. In order to better carry out the regulations of Coal Mine Fire Prevention and Control Rules, let the employees of coal mine enterprises, coal mines and related units fully and accurately grasp its essence and scientific connotation, and promote the overall technical level of coal mine fire prevention and control in China, this paper introduces the compilation background and principles of Coal Mine Fire Prevention and Control Rules; and emphasis on the basic principle of coal mine fire prevention work, fire prevention system construction and implementation measures, spontaneous combustion monitoring, safety monitoring and control system for sensor layout, water drainage in goaf in the whole process of water management, fire prevention measures of cage hoisting shaft wellhead, underground fire operation, underground diesel oil storage, underground reactive polymer materials, sealing in fire areas, opencast coal mine fire prevention and control. New technical requirements and regulations for fire prevention and control have been supplemented and improved.
