露天煤矿高质量安全发展形势分析与对策措施
Analysis of development situation and countermeasures of high quality safety in open-pit coal mines

摘要: 为了进一步促进露天煤矿高质量安全发展,提高露天煤炭产量比重,提升我国煤矿安全生产整体水平,开展了露天煤矿高质量安全发展形势分析与对策措施研究。分析了我国露天煤矿发展基本情况,提出了露天采煤的发展趋势;分析了影响露天煤矿安全发展的短板和难题,从推进绿色矿山建设、矿山整顿关闭、标准制定修订、装备水平提升、智能矿山建设、人员素质提升、规范承包商安全管理等方面提出了推动露天煤矿高质量安全发展的对策措施建议。结果表明:对露天煤矿安全发展问题,要严守生态和安全2条红线,规范采剥、装运、钻爆、排土、边坡、复垦、外包等各生产环节,整体提升技术装备水平和安全管理水平,严防露天煤矿群死群伤事故。Abstract: In order to further promote the development of open-pit coal mines with high quality and safety, increase the proportion of open-pit coal output, and enhance the overall level of safety production in China’s coal mines, the analysis of the development situation of open-pit coal mines with high quality and safety and the study of countermeasures are carried out, this paper analyzes the basic development situation of open-pit coal mines in China, puts forward the development trend of open-pit coal mining, and analyzes the short board and difficult problems influencing the safety development of open-pit coal mines, this paper proposes some countermeasures and suggestions for promoting the development of high-quality safety in open-pit coal mines from aspects of promoting the construction of green mines, rectifying and closing mines, formulating and revising standards, raising the level of equipment, building intelligent mines, improving the quality of personnel and standardizing the safety management of contractors, etc. The results show that the safety development of open-pit coal mines should strictly observe the two red lines of ecology and safety, standardize mining and stripping, loading, drilling and blasting, soil discharge, slope, reclamation, outsourcing and other production links, improve the overall level of technical equipment and safety management level, and strictly prevent the accident of death and injury in open-pit coal mines.
