贵州省煤矿安全现状分析及对策研究

Analysis and countermeasures of coal mine safety in Guizhou Province

  • 摘要: 为了科学、安全、高效地进行煤矿生产,提升贵州省煤矿安全整体生产水平,应用数据统计方法从“全省煤矿安全事故现状”、“煤矿企业性质及企业规模”、“煤矿瓦斯等级”、“煤层自燃性等级”、“煤尘爆炸危险性”、“煤矿水文地质条件”6个方面对贵州省煤矿安全现状展开分析,得出贵州省煤矿安全存在“乡镇煤矿、小型煤矿数量居高不下”、“瓦斯灾害严重,瓦斯隐患巨大”、“煤层自燃威胁较大”、“煤尘爆炸危险性较高”、“水害危险度略高”等主要问题。同时,针对贵州省煤矿安全存在的主要问题,提出了“加快煤炭工业结构体系调整进度”、“建立‘以瓦斯防治为重心,其它灾害防治并行’的灾害防治体制”、“重视毕节、遵义、六盘水、安顺、黔西南、黔南地区的灾害防治工作”3个方面的对策研究。
    Abstract: In order to carry out coal mine production scientifically, safely and efficiently, and improve the overall production level of coal mine safety in Guizhou Province, this paper applies statistical methods to carry out the analysis of coal mine safety status in Guizhou Province from the six aspects of “the status of coal mine safety accidents in the province”, “the nature and scale of coal mine enterprises”, and “the level of coal mine gas”, “coal seam spontaneous combustion level”, “coal dust explosion hazard”, and “coal mine hydrogeological conditions”. The main problems include “high levels”, “severe gas disasters and huge hidden of gas hazards”, “the greater threat of spontaneous combustion of coal seams”, “the higher risk of coal dust explosion”, and “the slightly higher risk of water hazards”. At the same time, in response to the main problems of coal mine safety in Guizhou Province, the countermeasures from three aspects of disaster prevention and control are “accelerate the adjustment of the coal industry’s structural system”, “establish a disaster prevention and control system that focuses on gas prevention and the prevention and control of other disasters”, and “pay attention to Bijie, Zunyi, Liupanshui, Anshun, southwest Guizhou.
