摘要:
50年来,我国煤矿安全生产工作取得了举世瞩目的伟大成就,实现了由高事故、高死亡、高增长向低事故、低死亡、负增长的历史性转变。50年来所取得的历史性成就得益于党和政府的高度重视和关心、加强法制建设、创新安全生产治理体制机制和煤炭科技的进步。展望未来,煤炭在我国一次能源结构中的主体地位和作用不会改变,“以煤为主、多元发展”的能源方针不会改变;习近平新时代中国特色社会主义思想为做好煤矿安全生产工作指明了方向,煤炭供给侧结构性改革为煤矿安全生产提供了治本之机,煤炭行业治理体系和治理能力现代化推动了煤矿安全生产由传统管理向现代化治理的转变,煤矿安全生产的发展前景将更加光明广阔。

Abstract:
In the past 50 years, China’s coal mine safety has made great achievements, realizing historical transformation from high accidents, fatality and growth to low accidents, fatality, and negative growth. All these achievements are the results of great attention and concern of the Communist Party of China and government, the strengthening of the legal system, the innovation of the system and mechanism for the management of production safety and the progress of coal science and technology. In a long period, the main position and role of coal in China’s primary energy structure will not change and the energy policy of “coal-based and diversified development” will not change. Xi Jinping thought on socialism with Chinese characteristics for a new era has pointed out the direction of work safety of coal mines. The supply-side structural reform of coal has provided a mechanism for the root cause of coal mine safety production, and the modernization of the coal industry governance system and governance capacity has promoted the transformation of coal mine safety production from traditional management to modernized management, thus making the development prospect of coal mine safety production more bright and broad.
