Abstract: The chief engineer of coal mine, as the chief responsible person of safety technology, plays a decisive role in coal mine safety and efficient production. This paper analyzes the problems existing in the current chief engineer’s work of safety technology management, and obtains that the chief engineer’s good play in the coal mine safety technology management and the continuous improvement of the voice are the main guarantee to ensure the mine safety production. On this basis, combined with the technical management experience and field practice of the chief engineer of the coal mine, this paper proposed the viewpoint that the coal mine technical management should make efforts in the aspect of “five highlights and five focuses”, that is, “strengthen the concept, focus on publicity; strengthen the main body, focus on the whole staff; strengthen the standardization and focus on implementation; strengthen the system, focus on evaluation; strengthen scientific research and focus on innovation”. At the same time, the significance and main ways of realizing chief engineer’s “discourse right” in coal mine safety technology management are given.
