基于Malmquist-DEA法的煤炭企业安全效率评价及影响因素研究

摘要: 为了分析出煤炭企业安全培训及内部管理影响其安全投入的有效性,构建了基于13家煤炭企业上市公司在2012—2017年间的面板数据,采用Malmquist-DEA方法实证研究了在安全培训及内部管理的影响制约下我国煤炭企业安全效率动态变化情况,并分析影响煤炭企业安全效率发展的因素。结果表明:在2012—2017年间,样本企业的安全效率指数呈现上升-下降-上升的变化趋势;样本企业的安全效率均值为0.973,表明大多数煤炭企业的安全效率较低,有较大的上升空间;促进我国煤炭企业安全效率进步的主要因素是技术效率,技术进步没有发挥出应有的作用;纯技术效率和规模效率的贡献率均有待提高。根据研究结果提出相应的对策建议。Abstract: To analyze the effectiveness of safety training and internal management of coal enterprises affecting their safety input, this paper constructs the panel data of 13 listed companies of coal enterprises from 2012 to 2017, and makes an empirically study on the dynamic change of safety efficiency of coal enterprises in China under the influence of safety training and internal management, and analyzes the factors affecting safety efficiency of coal enterprises. The results show that safety efficiency index of sample enterprises shows the rising-decreasing-increasing trend. The average value of safety efficiency is 0.973, which indicates that most coalmine enterprises have lower safety efficiency, and there is a large room for improvement. The main factor to promote the safety efficiency progress of China’s coal enterprises is technical efficiency, and technological progress has not played its due role; the contribution rate of pure technical efficiency and scale efficiency needs to be improved. According to the research results, the corresponding countermeasures and suggestions are proposed.
