Abstract: Safety evaluation intermediary organizations play an important role in coal mine safety production. It is very significant to explore the effective ways of safety intermediary organization regulatory approaches to serve the coal mine. There were some problems in the aspects of technical service quality, internal management and the external environment composed of the supervisory departments, local government and coal mining enterprises in safety evaluation intermediary organizations by investigating and analyzing some safety evaluation intermediary organizations. Then, some suggestions on the coal mine safety intermediary organizations were proposed on basis of existing problems and The Central Committee of the Communist Party of China （ＣＰＣ） Central Committee on Reform and Development in the Field of Safe Production and Safety Production of the Thirteen Five-year Plan requirements. These suggestions mainly include increasing input and improving regulatory capacity, applying modern communication technology to strengthen the propaganda of coal mine safety intermediary organizations, building a network entrustment platform to enhance the transparency of safety intermediary services, establishing expert organization to strictly control evaluation report quality and so on.
