Abstract:
To reduce coal and gas outburst accidents, we must change the management model from the accident-oriented management model to the problem-finding management model. The core of the problem-finding management model is the reporting of the risk of the event, how to improve the self-reported willingness of coal and gas outburst is the key to the problem. This paper summarizes 12 factors that affect the willingness of self-reporting of coal and gas outburst by means of field interviewing and questionnaires, and uses the combination weighting method to empower 12 factors. The results show that the main influencing factor of coal and gas dangerous event self-reported is the cognitive level, and it did not form real systematical, independent and unaccountable system, and the reporting mechanism is not standardized.
