近年来煤矿瓦斯爆炸事故技术原因及应对措施研究

    Research on Technical Reasons and Countermeasures of Coal Mine Gas Explosion Accidents in Recent Years

    • 摘要: 为查找近年来煤矿瓦斯爆炸事故共性技术原因,分析了2013—2016年国内较大以上瓦斯爆炸事故统计数据和同类事故发生的风险。发现乡镇煤矿、采空区(密闭区)和采煤工作面、西南和东北地区煤矿瓦斯爆炸事故高发。共性技术原因为违法组织生产和违规违章作业,专业技术人员不足、安全管理存在漏洞、安全投入不足、安全监察监管不到位等深层次原因,事故隐患还大量存在、小煤矿瓦斯防治能力低、煤矿整合高峰和煤炭市场波动等影响近期事故风险较高的因素。提出了严格矿井瓦斯抽采达标、加强瓦斯监测、加强现场安全管理、重视科技支撑、强化安全监察监管等应对措施。

       

      Abstract: In order to find out the common technical reasons of gas explosion accidents in coal mines in recent years, and propose some countermeasures, the statistical data of gas explosion accidents in China from the year of 2013 to 2016 and the risk of similar accidents are analyzed. It is found that accidents in China have the characteristics of high incidence in township coal mines, goaf (closed area) and coal mining face, southwest and northeast China, the common technology reasons lie in two aspects of illegal production and operations, the deep-seated reasons are the lack of technical personnel, safety management loopholes, insufficient safety input, safety supervision oversight etc. Plenty of accidents, low gas control ability in small coal mines, and the peak of the integration of coal mine and coal market fluctuation lead to a high risk of gas accidents. Therefore, strict mine gas drainage standards, strengthening gas monitoring, safety management and scientific supervision, and paying more attention to technological support and other measures should be adopted to prevent accidents.
