补连塔煤矿员工不安全行为管控及治理

    Management and Control of Unsafe Behavior for Employees in Bulianta Coal Mine

    • 摘要: 鉴于由人的不安全行为导致的事故占事故总数的90%以上。为了预防和控制煤矿企业员工的不安全行为,减少煤矿重大事故的发生,以补连塔煤矿为例,分别从主观和客观2个层面对影响员工不安全行为的因素进行了分析,根据分析结果修订了补连塔煤矿不安全行为认定标准及查处指标,统一处罚考核办法、融入“有情管理”要素、落实“承诺书”管理制度以及与经济效益挂钩等一系列措施,以此构建员工不安全行为管控和治理体系。通过上述管控措施,有效提升了补连塔煤矿安全管理,大大降低了不全行为查出率,保证了矿井安全生产。

       

      Abstract: According to the statistical analysis, accidents resulting from unsafe acts accounted for more than 90 percent of total accidents. In order to prevent and control the unsafe behavior of the employees of coal mining enterprises and reduce the major coal mine accidents,this paper, respectively from the internal and external two aspects, analyzed the influencing factors of employees unsafe behavior. According to the analysis results, a series of measures, including revising unsafe behavior standards and investigation indicators, unifying assessment and punishment method, blending in “sentient beings management” elements, carring out the“pledge” management system and linking to economic benefit, are built for employee unsafe behavior control and management system. Through the above measures, the mine safety management is effectively improved, which greatly reduces the detected rate of incomplete behavior and ensures the mine safety production.
