Abstract:
For the purpose of improving the level of scientific evaluation on coal mine emergency management capacity and perfecting the emergency management mechanism, we propose coal mine emergency management capacity evaluation model based on scattering degree method and support vector machine. In accordance with evaluation index observation data, the research applies scattering degree method to confirm index weight and reduce the effect of subjective factors on evaluation process and results. Meanwhile, we use support vector machine which has advantages in dealing with small sample risk assessment, nonlinear and multi-dimensional recognition issues to complete a comprehensive assessment study and ensure the evaluation results with a higher level of precision. The empirical research results indicate that the evaluation results of this model show a higher level of precision comparing with the traditional evaluation, and it is applicable for actual coal mine emergency management capacity assessment.
