Abstract:
In order to reduce the accidents of coal and gas outburst, we divide employees into 4 rankings, which are the front-line staff, the group leader, the supervisor, the senior manager. Using case analysis method of behavior safety “2-4” model, we analyze reasons of unsafe acts led to 66 classical coal and gas outburst accidents from the year of 2000 to 2011. It shows that proportion of unsafe acts of front-line staff is 37.30%, senior manager 36.99%, the supervisor 24.76%, and the group leader 5.64%. The highest frequency unsafe act for front-line staff is when they are working in coal and gas outburst area. Indirect causes are the lack of safety knowledge and the lack of safety awareness.
