Abstract: By the analysis of gas and coal dust explosion accidents in Baiyanggou Coal Mine of Changji Prefecture Hutubi County, unsafe awareness of actual controller affects employees and eventually leads to accidents. To overcome unsafe awareness of ultimate controller, this paper firstly presents an idea that the existence of hidden perils and hazard installations could lead to accidents. Encourage safety needs of employees to enhance the safety awareness of staff and form self-correcting and violation-suppressing safety culture for leaders. Be clear about the significance and composition of safety value and attach importance to creation of safety value in order to overcome one-sided pursuit of quantity value in safety awareness of leaders.
