Abstract: Human is one of the most important production element, the life and health protection of people is the basic requirement of safety management. The study found that plenty of coal mine safety accidents are caused by unsafe behavior in production site. The "double four no" principle of production site, namely four principles of staff operation according to the rules and the other four principles of leading cadres command in the light of the rules. The safety management method is proposed to eliminate and put an end to the unsafe behaviors from the construction site of the staff and cadres. The practice has proved that this method has the strong guiding significance to ensure following the rules for leading cadres, to stop illegal operation for staff, and to avoid personal injury accidents.
