Abstract: In view of the importance of coal mine safety production, starting from the necessity of coal mine safety refined management, we carry on game and quantitative analysis for the necessity of implementing safety fined management in No.1 and No.2 coal mine based on Cournot oligarchies competition model and the safety service marketization theory. According to the analysis results, we put forward some suggestions that the subordinate coal mine belong to the same group need cooperate with each other to carry out the refined management of safety In order to achieve the optimal combination of production and the maximum profit.
