基于风险预控的煤矿瓦斯爆炸事故人员不安全行为风险度量

    Risk Measurement of Human's Unsafe Behavior in Coal Mine Gas Explosion Accidents Based on Risk Pre-control

    • 摘要: 我国煤矿瓦斯爆炸事故频发,事故的发生造成了巨大的经济损失并产生了不良的社会影响,减少和控制煤矿瓦斯事故已成为当前煤矿安全管理工作的迫切任务。危险源的风险度量是实现煤矿安全风险预控管理的基础,同时也是最关键的环节,人的不安全行为是煤矿4类危险源中诱发瓦斯爆炸事故产生比例最大的一类因素,根据人的不安全行为特征,建立其风险度量模型,风险度量模型由可能性、重要度以及事故发生后可能产生的损失而得到,可能性由用人的不可靠度来衡量,重要度采用布尔代数法瓦斯爆炸事故中的危险源重要度进行分析。根据风险度量的结果,可以对员工危险源进行分级排序,从而为科学合理有效控制煤矿瓦斯事故中人员不安全行为提供理论依据。

       

      Abstract: Coal mine gas accidents occur frequently in China, and the accidents have brought heavy economic loss and bad society impact. So reducing and controlling coal mine accidents have become the main tasks of current coal mine safety management. The risk measurement is the basic of risk pre-control of coal mine safety, and the human' unsafe behavior accounted for the largest proportion in the four kinds of hazards. The risk measurement model were constructed based on measuring the probability, importance degree and loss of the risk of the single-hazards. The probability was obtained by measuring the unreliability degree of the people's unsafe behavior, and Boolean algebra method is used to analyze the important degree of hazard in gas explosion accidents. Finally, according to the value-at-risk of the hazards, the priority level of controlling the single-hazards can be ascertained, and then different measures to the different hazards can be put into practice based on their priority levels.
