Abstract:
Due to the unsafe behavior of staff and the regulatory vulnerability, actors were often able to get immediate benefits from their illegal behavior, but did not pay the cost of being punished or suffering an accident every time, which encouraged staff to make deliberate illegal behavior. The continuous improvement system of two dimensions safety culture was designed to control the unsafe behavior motivation of staff. At the external drive stage, through the concept lead, staff training, system improvement and behavioral training, it changed their risk perception and behavior style with external forces. At the internal drive stage, it focused on to play the role of informal groups, provided the channels to participate in the risk management consciously, safety improvement and safety education activities for staff, thus it contributed to develop safety behavior habits.
